The Haifa Economic Corporation established a subsidiary company to manage the business entrepreneurial center. This enterprise was established following a government decision in cooperation with the Haifa Municipality, and it comprises a "mega technological incubator" aiming to grant entrepreneurs and small technology companies opportunities to develop their idea and prototype, while helping them go commercial.  Israel's government allocated NIS 40 million through the Chief Scientist's office, which will be invested in projects that comply with predetermined criteria set by the Ministry of Economy and Industry, and after examination by the HiCenter admissions committee and the Chief Scientist's admissions committee. Every project will be entitled for a one million NIS investment.  Companies meeting the admission criteria are granted by the Company downtown rent free offices as well as property tax exemption.
