In coordination with the Haifa Municipality, the Haifa Economic Corporation initiated a huge investment in the development of the city's wonderful beaches and seafront:  Dado beach, Hof Zamir, Hof Dromi (southern beach), and Naot beach in Kiryat Haim, which together create a 3-kilometer-long shoreline.

The development included construction of an especially wide promenade with unique infrastructure for urban activities, such as an amphitheater with a large stage and an ocean view, several designated areas for special events, activities and dancing, coffeehouses, leisure and recreational facilities, washrooms and showers, canopies, benches and tables, water coolers and beach showers. The Corporation also invested in development of an accessible beach for the disabled and an indoor seawater pool for infants. The development included grassy hill tops near the promenade, for the public to rest on, separately from accessible nearby parking lots which were included in the project. Haifa's beaches, known for their accessibility, serve all the Haifa metropolitan and surrounding areas, and are full of visitors throughout the year.
