The Haifa Economic Corporation has successfully restored and developed Haifa's German Colony to offer a very unique tourist attraction and leisure center. Through the innovative and creative project, the Corporation has managed to preserve the unique historical nature of Israel's first Templer colony, while creating a continuous link between the Carmel Center promenade through the Bahá'í Gardens, all the way to Haifa's port.

Development of the German Colony included landscaping, construction of promenades, gathering areas and gardens – all designed with matching motifs such as: benches, pergolas, gardening and water fountains covered with natural stone and high-quality finish.

Infrastructure development - underground frameworks, transportation and parking infrastructures that include preparation of an inclusive parking plan for the entire area as well as making ready open parking areas.

Development and conservation of façades - the Corporation planned and renovated the façades of Templer buildings along Ben Gurion Avenue. As a result of the high-quality renovation and preservation of the area’s buildings, further and similar initiatives were prompted by the private sector. After work on the façades was completed, roof lighting was added along with trees at building fronts, inducing a unique ambiance, where visitors can enjoy a fantastic nighttime view of the area from several spots. Over the years, some private entrepreneurs joined the City's initiative and invested in the street and its surroundings by building unique and authentic boutique hotels, restaurants, bars and cafes, so now, the street is an all year-round magnet for tourists, whether domestic or foreign.
